The query is:- if there is movement of cargo between two indian ports and if the ship owner is foreign national & not Indian is service ax applicable on the freight???

yes, service tax is applicable.
Coastal shipping is liable to service . Sec.65(105)( zzzzl). Abatement of 75% is available subject to conditions. Coastal tranportation of specified goods are exempted . See. noti. No.30/2009-ST. Ownership by foreign national is irrelevant for deciding taxability.
