Is Proforma invoice can be considered as a valid document

Could you please advise whether a proforma document can be considered valid for business expense for income tax purpose

In my opinion, NO. Proforma invoice has no legal validity. Its a document before confirmation of sale. 

to know whether actual transaction has taken place or not and to claim it as business expense, final invoice or Tax invoice is necessary 

Proforma invoice is a document justifying advance payment in part or in full.
