Is GST applicable on hostel rent?

I am leaving in a private hostel in Raipur where I am paying Rs 9900 per month. Is GST applicable on this on me? Is RCM applicable on service provider?

Is GST on hostel rent provision applicable on few states or in all states?? please tell me if it is applicable in chhattisgarh or not??

12% GST is applicable for Hostel rent as AAR of Karnataka and Uttar Pradesh has mentioned that recently

As per my understanding, AAR rulings are applicable, only to applicants, So 12% GST is applicable only to applicants . take others opinion as well.
