Mr Lenin Tamut,

This form 403 is of   Jharkand State commercial tax department. As per their rules every dealer should sign and issue a form 403 declaring that they have collected vat on that sale and deposited to their govt. This form should be sent along with the goods by your seller. As he has not sent this form,it means,he is not a registered dealer. You ask the supplier to do the needful. He should raise a proper invoice and form 403,submit it to the checkpost officer and get the goods released.Or, pay the required penalty and release the goods.I hope you have not already paid for it.......MJK
