Is conference registration fee comes under GST law??

I am a PhD research scholar. There is an upcoming international conference in New Delhi, for which in registration fee 18% GST is applicable. I just wanted to know whether the scientific conference registration fee comes under GST law or not. because before that I have attended several international and national conferences but GST was never applicable for the registration fee.
