Can an Invidual not connected to any concern providing professional services, having no specified degree issue invoice for the services provided ? If no, how can he charge for his services ?

service tax not depend upon professional qualification but on type of service provice so individual not any professional qualification provide service for exemple buliding contractor ,labour contractor

yes, anybody can issue invoice, subject to
1) enrollment at profession tax
2) holding valid municipal licence to "profession, trade and callings"( trade licence)
