service tax not depend upon professional qualification but on type of service provice so individual not any professional qualification provide service for exemple buliding contractor ,labour contractor

yes, anybody can issue invoice, subject to
1) enrollment at profession tax
2) holding valid municipal licence to "profession, trade and callings"( trade licence)
