Invoice on service provided outside india

Dear Memebers,

our firm has provided consultancy services to a comany based in dubai.

Now we have to raise the invoice for the services provided.

I believe Service tax shall be not applicable in this case.

also suggest do we need export service licence for this.

or we can simply raise the invoice on the actual fee.
