Invoice act before GST in 2017.

Hi

15000/- worth services renedered by a law firm. 

I paid money to a small law firm in 2017. The amount is upto 10000/-. 

They are saying they dont have to issue a GST Invoice. I am arguing they had to that time. They gave a cash receipt only for above amount but not with complete details like pending 5000/- on it which I owe them.

What are the invoice acts relevant to this kind of companies during 2017? IF they are GST registration exempt as their revenue is less than 40 lakhs means they dont have to give a proper invoice?

Is settlement acts applicable to this type of company cause they payment system and payment operator is not satisfactory to me.  

AI search said its Bills of Supply for non GST registered suppliers and not sure if it is true or false. what are the acts related to it and invoice formats please?

There was no invoice act.
It was under the purview of Vat act

Please give me that link of government site.

 

Does it prescribe that items in invoice must include total sales value, discount and abetment? 

Looks like it could be also under the purview of fraud acts on governments.

So what is the act? Doesn't anyone know it? How come we are CAs and the best of India. How many tough solutions have we given together. Is it that impossible to find the invoice act for businesses whose annual turnover is below 10 lakhs? Is it that difficult? Really? First time I'm hearing this?
