Intimation u/s-143

Hi, My client has received an intimation u/s 143(1) for AY 2011-12 in which TDS has not been considered and demand of Rs. 30K has been raised by dept. In this case am not able to file online rectification as CPC says the case has been forwarded to local jurisdiction. Pls suggest what can be done further in this case. Can online appeal be filed u/s 246A ?
