Sir can I purchased goods from other state if I'm unregistered dealer and wholeseller of readymade garment with below threshold limit.

Yes you can purchase goods from outside state.

But supplier ask from his ca to sell goods to unregistered purchaser(me), he deny to supply without GSTIN and generate e way bill

It's their problem, as CGST Act you can do.

You can only purchase form outside state.
you can't sales interstate without gst number
