If I am based on Tamilnadu and providing service in Tamilnadu but issuing bill to a foreign party at their foreign address i.e. america.. in that case should i charge SGST /CGST or IGST or it will be treated as export of supply??

Igst as it is treated as similar to inter state supply
But. as per section 2 sub section 6 (iii) place of supply. of service. should. outside. India to treated as. export , here place. of supply is in India . please confirm.

Ans.
1. we provide ground handling services to the airlines like loading unloading, cleaning, refuelling etc.
2. Yes we have a contract for around 3 years and we are getting payments from foreign company in dollars..
further is there any difference we get payment in INR??

As per Section 12 of IGST Act , the place of supply shall be the place of the service receiver.
Hence , SGST & CGST shall be charged., it wont be treated as export of services , even though you are receiving money in dollors
