if any one taken housing loan and he paid pre emi, that is he is not posses this home now.
so the interest paid by him is fully claimes for deduction or 1/5 th of the amout.

Yes you are right and the he can claim interest U/s 24(b) under Income from House property only after completion of contruction or possession which is ever earlier.
