plz explain section 60(4), interest to be paid on delayed payment of tax under provisional assesment

Finalization of the Provisional Assessment , any Tax amount become payable on supply of Goods or Services umder provisional Assessment ,which was not paid on the due date of payment , interest is required to pay @ 18% is payable by registered person
