Can Mr. X be declare insolvent as he is no debt to pay for any creditors but he has to pay some amount to Income Tax & Sales Tax . He has taken property on loan in the name of firm ,perosnal bonds and some insurance policies ,stock in godown he has not mainted any proper Accounts and wants to start a new life and just want create a new life
