Input on purchase of car in FY-17-18

As per section 17(5), the Input is not eligible from FY 2017.
But Section 17(5) introduced in 18 -19 I think. I cant find the provisions of 17-18 thats why I am confused.
Can You confirm pls ?
Input on car and its repairs was never allowed. There was some confusion with repairs but it was not allowed.
Section 17(5) was there in 2017-18
