No, extended to J&K as well from 31.10.2019
Sec. 95(1) of Jammu and Kashmir Reorganisation Act, 2019
All Central laws in Table -1 of the Fifth Schedule to this Act, on and from the appointed day, shall apply in the manner as provided therein, to the Union territory of Jammu and Kashmir and Union territory of Ladakh.
Now, in the said fifth schedule, table-1 and s.no. 47, The Indian Partnership Act, 1932 has been amended, it says,
In sub-section (2) of section 1, words, "except the State of Jammu and Kashmir" shall be omitted.

The appointed day was notified as 31.10.2019.
In exercise of the powers conferred by clause (a) of section 2 of the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019), the Central Government hereby appoints the 31st day of October, 2019, as the appointed day for the purposes of the said Act
