Whether Income tax return filing under Section 119(2)(b)  will be enabled under New Income Tax Portal or it lost it existence?

No. It is not removed from the act. Just get the permission from your Jurisdictional ITO. You will be allowed to file ITR.

But portal is not showing that section how can file then
