Income tax scrutiny query

I have purchased some land & it has been registered with valid stamp duty in the registrar office. We did'nt execute any "Agreement to sell & purchase" prior to our deal & directly executed the sale deed. Now ITO is demanding "agreement to sell" paper. Whether he is right in demanding the said papers when it was not even requisitioned by local registrar office.

If there is  a mention of ' agreement of sale ' and time frame to execute finally  sale deed in your regsietred sale deed , then only IT authority can seek , presentation of that document( either regd.or unregd) , otherwise Not
