A person died in FY 2018-19 and his wife received family pension including arrears of salary and arrears of gratuity. Can we claim relief u/s 89 for both salary and gratuity seperately and showing the amount in other sources in his wife's return?

Not for salary.

For salary arrears of deceased person, legal heir can file his return for the claim.

Amount is received as family pension by his wife and TDS also deducted on her PAN only.... even then also legal heir necessary?

Being salary arrears, it can be claimed by legal heir.

Though TDS is being deducted under wife's PAN, but it can be passed on to deceased person's PAN.
