Assessee had filed return for A.Y 2000-2001 from Chennai. Since then no return has been filed by him. For the current year can he file his return from Mumbai? If yes, is there any specific procedure to be followed?

As your client wants to file return from diferrent place, he has to make application for transfer of his records from chennai to mumbai. Otherwise he can directly file return in mumbai. But it will be better to make application for transfer
If he is a salaried employee he can file his return in Mumbai without the letter for transfer fo files otherwise he will first have to write a letter for transfer of files from Chennai to Mumbai and then will be able to file his return.
Can the return be e-filed (without digital signature)? He had salary income in A.Y 2000-01 when he had last filed his income from Chennai. But in the current year he has rental income.
