Dear Sir / Madam

Please let me know, if a person who lives in United States of America origin of India, settled in USA now he is citizen of USA.

He is salaried employee in a private organisation in USA. His TDS is deducting there and he is filing return in USA.

If he comes to india and stays more than 190 days, ( in 2 periods) in the Financial Year 2012 - 13, but he do not have any income in India. Is he required to file ITR in India ?

yes since he stayed in india for more 183 days he is deemed to be a resident and ordinarily resident in india
 

IS HE REQUIRED TO PAY ANY TAX TO INDIA

according to income tax law a person deemed to be resident if he fulfill 2 basic condition(1)more than 182 days(2)60 days of previous year and 460 days next 4 years. if any one doesn,t fullfill it is deemed non resident of india.a person who make earn income above exemtion limit (without deduction).he is eligible for file return otherwise no
