can I file the income tax return for ay 2021 22 now( fy 2021 22) to claim tds refund( sale of immovable property) please suggest me the option to claim refund

In case you do not have taxable income, you can apply for a lower or NIL TDS certificate from your jurisdictional Income Tax Officer in Form 13 as per Section 197. You can submit the Nil deduction order passed under section 197 to the TDS deductor.
The deadline for filing tax return for AY 2018-19 have lapsed. Hence, you need to approach CBDT under section 119(2) of the Income-tax Act, 1961 with a request to condone the delay in filing the return.
