As far i think If the fuel is used for personal purpose then it will be taxable in the hands of employee but if its for office purpose then it will not be taxable.

The reimbursement of Petrol expenses pr Mobile Expenses including a mobile phone actually incurred by you on behalf of your employer is not taxable in your hands.
