   You can only find the name with the PAN no only if you have authorised access to the portal of PAN card Verification.

If you have PAN number of the Assessee , You can get the details by "Know your Jurisdictional AO"

and incase if you have Date of Birth and Surname of a Assessee, then you can get details by "KNOW YOUR PAN"
