Yes the rate is 2% only but it's not clear how much payment is to be made and hence the rate including surcharge is given. :-)

Dear Madhav, pls dont mind but it was necessary to point out, because sometimes people take your views as it is and apply the same without going into logic. So in case of taxation, we have to use the words very carefully. Thats why i just clarified your view.

If Building Maintenance party is Service Provider then it is Deduct U/s 194j (Prof. Fees) @ 10.30%

Building maintainace is contract. So, covered under sec 194C. So, 2%+surcharge + EC and SHEC will be deducted
