Whether Section 8 company-company limited by guarantee (not having share capital) is required to file INC-20A ?

as per 10A.
Commencement of business (1) A company incorporated after the commencement of the Companies (Amendment) Ordinance, 2[2019] and having a share capital shall not commence any business or exercise any borrowing powers unless—
in the section they have mentioned "having share capital".
