No. epcg can be availed for second hand goods also
Can you please provide reference of the FTP/handbook clause regarding this.
I'm sorry. There is a restriction in the new policy 15-20. It was allowed under the old policy 14-19.

Para 5.01(f) of the FTP 2015-20 restricts the import of second hand goods under EPCG. Whereas as per para 5.2 of the FTP 09-14 it was allowed
