Igst refund on export to nepal with tax

Hi friends,

I am facing an issue in getting the IGST refund on export from Delhi to Nepal. I filled the details in GSTR3B and also in GSTR1 as per GST. And the refund status in GST website is showing that the details sent to IECgate. When i talked with customer care of IECgate they told me that the shipping bill you updated is a manual shipping bill so that we cant help you need to contact to custom. 

Please suggest what i have to do next as I am sitting in Delhi and very difficult to go to Nepal boarder to contact custom office.
