Ignou a&f bcom.. confusion regarding duration..

First of all you need to get registered with IGNOU for current session. In your case, you can give June 17 exams if you register in July session as minimum period of completion of this course is 1 year.
Please take note of the fact that CA Final attempt has to do nothing with exams of B.Com (A&F).

CPT attempt has relevance. One is required to complete 3 years from CPT registration in order to get the degree even if you complete the programme.
But since in your case, 4 years have already elapsed, there is nothing to bother about this.

In order to appear in December 16 exams, you were required to get registered in January 16 session. The last date to get registered was 31st of December, 2015 as per my knowledge. Hence, you can get registered in July 2016 sesion and give exam in June 2017.
