ICAI invites applications for its Centre of Excellence at Hy

There seems to be an explosion in the numbers of these "Centres of Excellence". They cost a huge amount of money, no doubt. Is anyone held accountable for the use (or misuse) of these facilities?

Don't some of these "centres" contain sports and dining facilities as well? I wouldn't be surprised if some officials are tempted to use these as family clubs in a few year's time.
