I have missed even the last date of CS exam form filling!

In my view, there is no other way. Even with late fee, 10th Oct is last date. Let others comment.

You might have atleast put some reminder. No nothing can be done. In my view, institute will not accept any application for any reasons whatsoever. Best of luck for next attempt.

hey if u know any influential cs person(perhaps any good & influential cs teacher) then they will definetely  be able to help u out...i am damn sure abt this........try to reach them

Try  by writing letter to institute requesting you to allow for exams, the institute authorty may on exception basis allow you. 

no chance>forget it institute makes it very clear that you have to submit the form even if you have submitted an application for retotalling.No chance institute will not entertain
