can HSN code be changed as per turnover

I have read that it can changed if turnover if more than 5 cr. ?

Process to use it will be change.

Person below 1.5 cr turnover are not required to follow HSN.

B/w 1.5 cr to 5 cr shall use First 2 digit of HSN Code.

Above 5 crore 4 digit HSN Code is required

Those who import export has to mandatorily follow 8 digit HSN Code.
