Can I (female) claim HRA exemption if I also own a house (unfinished) in the same city but staying with in-laws in same city , distance of that unfinished house from employment place is around 30 kms ?
is it legally ok and what documents will be needed ?

For claiming HRA, the woman first needs to have rental agreement, payment of rent etc.... etc.
Secondly, there should be specific reason to stay in rented house, when she already has own HP in same city.
