Is D.A taken in salary while calculating HRA for govt employees? How is this different in employees of private sector?

No difference.....
In a worked out problem of computing income from salary of an University Professor.....in HRA calculation, only basic ba being taken as salary.
But in another pvt employees case, basic+da were taken as salary in calculation of hra. why is it so?
