Just write it in a notepad the following

Now save it as whitehat.html
now ri8 clik n open properties. Go to desktop n select the whitehat.html as background image n hit ok
now wid ur net connections on u can easily surf this site in desktop background.
In order to retain the original jst goto start>contol pannel>display> n here change the desktop background image
