HOW TO REVOKE CANCELLED REGISTRATION AFTER 90 DAYS

Registration of one of my clients has been cancelled and 90 days are already passed and now I am unable to file revocation application through GST Portal, So Kindly guide me that how can I revoke the cancelled registration and how can I file revocation application, I have contacted the jurisdiction officer but he is not giving any information.. Kindly Help
