dear sir i am a student of Ba but i want to make my career in taxation law i have to learn to make balance sheet how can i learn balance sheet according to law in the right way, if there are any notes or tips for me please tell guide

See you education background is BA, If you want to learn about Balance sheet then you should do basic accounts course, many of them are available @ you tube channel .
Best method of learning of accounts is available at online and you may try to download according software with demo

No. problem for your qualification. But, Better gain knowledge as per Your requirements. Also better to join and work under a consultant and get experience.
