How to get TDS refund

My client has never filed any income tax return and he holds household card. Recently his land was sold to govt and has received compensation and hence TDS was deducted of about rs 3L. No other income is there.
My question is whether he is required to file return to get TDS refund and if he files return then the benefits of the household card shall not be given.
