How to file Nil ITC-03 in GST Portal?

Hello,

Please explain how to file Nil ITC-03 as there is no Closing Stock as on 31.03.2020.

If there is no stock as on 31.03 2020.....ITC -03 is not required to be filed......

Is there need to intimate the concerned gst officer regarding ITC-03 since we are not filing the same as stock was nil?
