It can only be filed thru offline utility??

yes you have to download gstr4 offline utility tool after downloading you fill it and generate JSON file and save the same the saved JSON file you can upload in gstr4
I can't get the offline utility on the portal sir... Where can i get one?
Just go to www.gst.gov.in. Click the Downloads tab, move your cursor to Offline Tools and just click GSTR 4 Offline Tool. The download should start automatically.

Now in GSTR4 only purchases is to be declared right? And what about sales? And tax payment?

Are you sure sir? In offline utility i am getting to fill INWARD SUPPLIES... No mention of Outward Supplies...
Only outward supply you have to mention
Fill the inward supplies in the respective sheets and for outward supply you just need to mention to aggregate turnover in worksheet 6(TXOS) in the respective tax column
