As per the new changes made in GSTR 9C,
Expenses wise segregation in GSTR 9C in Table Number 14 is not mandatory.
But It's is not possible to fill the current GSTR 9C utility keeping the table 14 blank.

The offline utility is under revision ! You will get the updated software or offline utility by 10th December as per the source from GST site.
