How to exit EPF AND ESI enrollment

If a company is enrolled in EPF and ESI then can it exit enrollment if it is not profitable and number of employees has reduced to under 10 ?

Once any organisation registered itself under EPF and ESIC Act, it cannot cancel its registration even if the count of employees falls below the limit except its permanent closure.
