To create a personal website, you should know HTML Language first. 

I have personal website about me.

my website was created by 50rupeeswebsite.webs.com

my website name is vinothbabu.webs.com

You can have a personal website in your name just spending 50 Rupees only.

This is Cheap and Best.

You can also create a personal blog by using www.blogspot.com. It is just like personal website and free of cost and it also facilitates entry for other members like your friends to be member on your blog and it also provides forum facilities. You need no special knowledge to create a blog and you can edit it as per your choice. These all facilities may not be available to you if you use 50 Rs. website as mentioned by Vinothbabu.
