how to claim HRA while tax filing if I have not submitted rent receipts to my HR. Can I use ITR 1 in this case and no income other than Salary.

Yes, file ITR 1 with details as per form 16, except the HR deduction. If possible give rent receipt to your HR even now, for inclusion of HRA in form 16, you will get refund of TDS easily.

File ITR for the relevant year , claim HRA applicable, and ask for refund.
But I haven't submitted rent receipt in this condition, should I submit the rent receipt to IT department?
"should I submit the rent receipt to IT department?" No. But should be ready in case of any query. Only paperless ITR filing now.
