in practical
you and your mother are separate entity in front of income tax
so your mother can issue rent receipt to you
you can calim HRA on that.
but the income will be clubbed in your mother name sec 24

didn't understand what you want to say now?
father or mother can issue rent receipt. you asked about mother so I replied that mother can issue rent receipt

yes,
if house is in name of father, then also he can claim HRA exemption if rent recipt is provided
but income will be added in father's return
