Am I eligible for claiming ITC, If my declared tariff is always below Rs.1000?

No your not eligible for claiming any ITC...As dont have any output liability.
No .. as per Notification 12/2017 CT (R) , declared tariff below is exempted but as pee the Notification the 13/2018 CT (R) "Declare Tariff being replace by "Value of supply"
So if the transaction value is less then 1000/- its exempted & as per section 17(2) ITC is not available for the exempted outward supply
