Hose keeping staff Salary

Is it okay if a Pvt Ltd, is hiring a full time house keeping staff, but don't want him or her on company payroll i.e. company does not want to do statuary deductions on his or her payment

Pay him under different two cash vouchers under different name. If there is an attendance reguster then there must be parity with the name.
How you will pay the salary to that staff???

As it's not allowed to pay Rs. 15000/ pm in cash, so is there any way to avoid statuary deductions on his payment 

The only way is to pay the salary in cash and not to record it in books

We can withdraw only Rs. 10000/pm as petty cash for routine expenses, so under which head this additional Rs. 15000 has to be withdrawn from the bank.please guide.
