The evolution of e-filing in India represents a major shift in tax administration, moving from manual, paper-based processes to a fully digitized, integrated ecosystem. Below is an overview of the development of e-filing for Income Tax and TDS returns.

The Shift to Digitization

The journey of e-filing in India began as part of the government's broader initiative to improve tax compliance and efficiency. Before the current integrated portal, the process was fragmented, with tax returns filed through various interfaces and processed by different regional centres.

  • Initial Phase: The Income Tax Department introduced electronic filing to reduce the administrative burden on both the tax authorities and taxpayers. The early stages involved allowing taxpayers to submit returns in electronic formats, which required less manual data entry for the department.

  • Centralized Processing Center (CPC): A significant milestone was the establishment of the CPC in Bengaluru. This centralized unit automated the processing of tax returns, leading to faster issue of refunds and improved accuracy in verifying data against sources like Form 26AS.

  • The Modern Portal: In recent years, the Income Tax Department launched a revamped e-filing portal to provide a seamless, user-friendly experience. This portal now integrates ITR filing, tax payments, e-verification, and status tracking into a single interface.

Evolution of e-TDS Compliance

Electronic Tax Deducted at Source (e-TDS) compliance has similarly evolved into a rigorous, system-driven process.

  • Introduction of TAN: The Tax Deduction and Collection Account Number (TAN) became the cornerstone for all TDS-related activities, ensuring that every deductor could be uniquely identified.

  • TRACES (TDS Reconciliation Analysis and Correction Enabling System): The introduction of TRACES was a transformative step for TDS compliance. It serves as the centralized platform for processing, reconciling, and correcting TDS statements. It enables:

    • Data Validation: Using the File Validation Utility (FVU), deductors must validate their files for errors (like incorrect PAN or format issues) before uploading.

    • Automated Matching: TRACES cross-verifies challans with the OLTAS (Online Tax Accounting System) database and matches deductee details with their PAN records to ensure consistency.

  • Current Framework: Today, TDS filing is a quarterly hygiene task. Deductors prepare data, validate it through the mandatory FVU tool, and upload it via the e-filing portal or authorized TIN-FCs.

Transition to the Income Tax Act, 2025

As of 2026, the tax landscape in India is transitioning. While filings for the Assessment Year (AY) 2026–27 (for income earned in FY 2025–26) continue to be governed by the Income Tax Act, 1961, new TDS obligations and filings from April 1, 2026, are subject to the Income Tax Act, 2025. The current e-filing portal has been updated to handle both regimes, offering a single interface to manage payments and filings under both Acts.

Summary: E-filing in India has evolved from a manual system to a digital-first ecosystem. Key milestones include the creation of the Centralized Processing Center (CPC) for automated return processing and the development of TRACES for TDS reconciliation. Today, the process is unified through the Income Tax Department's portal, which now supports the transition between the Income Tax Act of 1961 and the new Income Tax Act of 2025.
