help on gst

My builder has charged gst on 18% but I have heard that gst is charged at 12% with full itc. Kindly clarify

GST 12% charged on Base Selling Price(BSP) and parts(maintenance, Fire fighting charge, power backup etc( of flat/unit charged @ 18%
