In case of transfer/termination ,,,CAN a principal(old employer) sign form 109 before getting instructions from the institute regarding termination???

CAN a principal(new employer) accept form 103 before getting instructions from the institute regarding termination??

WOT IS THE GENERAL TIME PERIOD WHICH THE INSTITUTE TAKES IN ACCEPTING THE TRANSFER??
